The following are writing tools that you could use to transform Romeo and Juliet into a picture book. Keep in mind that they are free versions only, so they are probably limited in the options they provide.
Sign up to a free Storyjumper account and design a picture book.
You can choose from their characters, props and settings and also upload your own images to create your picture book.
The free version only allows you to print a black and white version of your book, but you can share it on social networks, email or embed it in websites.
If you plan to share your picture book on social networks or embed it in a website, remember to choose images that are copyright free or you have the permission of the people (if applicable) in them.
To overcome copyright, you can use Google images, but click on tools and usage rights to narrow your images to those that are copyright free or use the Flickr website to search for copyright free images.
